All 14 of my pics only show the bustier. The stock photo is what Victoria’s Secret and For Love and Lemons used to sell JUST the bustier, because they can’t use a model without any underwear on. I’m not sure why you thought they were included. There is no mention of it coming with the matching panties in my description. I suggest looking at more than just the first picture and reading descriptions before you buy hastily.
