Hi Lyla! Thanks but offering 15% of retail on a NWT new w/ tags boutique item is VERY unrealistic. Most sellers would block you & be upset... they'd feel disrespected as the site is of a women supporting women mindset. I'm sure you mean no harm but it usually it brings outbursts from sellers. If your budget doesn't allow a reasonable offer it may be best to forego disrespecting someone. There is a list of do's & don't's on the PM site you should read. Have a Great Day!
