@czfoote good news: it's about 29", and in addition, I forgot about buckles, on inner layer wrap and outer. Room to grow, lol. I'm planning on mailing today but our torrential rain might interfere. I do wrap garment in heavy plastic for protection

@k9heart_soul I just LOVE it and I've now ordered a scarf in the MacAuley tartan red modern from a Scottish shop online to wear with the kilt and a black turtleneck. I went back to look at the cashmere one you mentioned in your note - it is beautiful as well and I'd snap that one up too if I could afford it now before Christmas! Btw, my eldest daughter graduated from The OSU in 2016! Go Bucks! :)
