Hi Rhonda I am sorry for answering late ,I left the city unexpectedly. The measurements are 15" wide by 11.1/2 tall ,and yes the handles drop, and my laptap or tablet fits in the pures. I can give you discount of 5 dlls less fot responding late.thank you . : )
