I’m back the waist is 31” but... they are low rise so technically that’s right above your hips. I just tried them on over leggings and I could wear them, they would fit loosely but I’m only a Sz. 1 I honestly think you will be fine with them

A 7/8 is usually a 31 waist but that’s directly at the waist
