@christinegau456 The dress is cut on the bias giving it a slight stretch throughout. Just below the bust-line is the smallest measurement which is 31 inches laying flat. The waist measurement remains approximately the same size increasing incrementally towards the hips which measure approximately 38'' (laying flat). I hope this helps answer your question!
