thick warm wool! traditional style kilt inwore as a skirt. it's true vintage and size 29" high waist. fits a 28" perfect but is slightly adjustable and labeled as a 29" it's just between.

do__odle @shhhkitty yes it is, oh goodness I'm sorry for the late reply. I thought I had. but yes, it has about an inch to 2 "of movement. so it can go from 28.5"- 31.5" it's great! for tucking baggy shirts in and styling in different ways!
