This is so beautiful! The stitching in photos show where the waist hits. This measures 17” across when laying flat. There is no need to have a belt with this style. It has a slight flare, and very feminine. Only worn once. Not altered. Sleeves from shoulder seam are just over 24”. Length 52”. So soft and silky and super warm to wear in the cold winter.
It has 2 front slit pockets, and decorative stitching.
All black with black lining.

@monafrederiksen So sorry, I missed this. 17” is across the width on the waist where it is stitched. I measured with tape in middle of both rows of stitching.
