Scrunchie waist that can be used as a skirt or to use as dress. It can also be used as a dress because it has two clear straps so you could wear the clear straps on your shoulders. If you would want to wear it as a skirt, I would consider it a maxi skirt. Never been worn and in perfect condition with no stains.
