As per conversion charts UK 20 JPN 19 GB 44 is a LARGE not a SMALL.
Too big for me.

@tanmurray83 i don’t see any blister but i believe what you’re seeing is just how it was laid down and the lighting is making some weird shadows. Its a used blazer so there some minor wear. Theres also some wrinkles but can be easily steamed.
