Funky high waist, wide leg palazzo-style pants in what feels like a rayon or viscose fabric. No tags or labels; likely a vintage item from the 90s. Fits like a modern US medium (see measurements). They have a stretchy waistband that also has a tie. One of the strings is missing about half of its length (see pic), but it's pretty unnoticeable once it's tied up.
