Go to the listing that you are offering, click on "Offer/Price drop", then "Offer to Likers (private)", put your lowered price in and discounted shipping (required for this kind of offer), and click "Submit". It has to be at least 10% below what you offered within 90 days to those likers for it to work. You should get a notification on your news feed if it worked and how many likers it was sent to.
