Y2K mini mini skirt Talula Babaton size 6/28w Green Crushed Velvet

this skirt is so cool but a bit too short for me. VERY mini skirt. The fabric is a lovely green, crushed velvet. Also lined! Made in Canada. it appears to be some sort of sample item, I assume by the black writing on the inside waistband. I can't figure out when it is from exactly but my guess is Y2K, early 2000s.
