Silky teal jewel tone button-down shirt dress 80s

Beautiful shirt-dress that my tailor friend gifted me but has sadly never fit me. Amazing western style chest and sleeve details, gorgeous fit. Has belt loops but never had a belt since I’ve known it. Has shoulder pads but they could easily be cut out without any harm to the garment. I thought this was pure silk but the tag says machine-washable so now I’m not sure - just FYI.
